I have to pay in order to use privacy setting!?

Just downloaded for the first time & as Im setting up everything I keep getting prompted to "ok" an in app purchase when I attempt to set up privacy/passcode. Annoyed with the fact I have to pay in order to be able to use a passcode for privacy. Bad form.
